You can remove a bad leader by voting, from inside your own town. You do not need an admin and you do not have to leave.
A vote of confidence
A third of a town's residents can call one. It passes on a simple majority. A town needs at least twelve residents before this is available.
There are terms, cooldowns and a window for objections, so a vote of confidence stays a last resort rather than a weekly habit.
Succession
If a leader has been away long enough, succession opens on its own. An unopposed claim takes longer to go through than a contested one. Either way there is a window for objections before it completes.

What goes in the record
Every stage of a vote is a chronicle entry: opened, carried, failed. A leader who changed because the residents voted is a different fact from one who changed because somebody quit, and the record keeps them apart.
This site never stores who leads a town or a nation. It reads that fresh every time, because a vote can pass between one page and the next.
